📈 The calendar is front-loaded

Q1 and Q2 together account for 75% of all tracked events — 85 in Q1, 81 in Q2. March alone saw 55 events. April has 43 more. That two-month window represents 44% of the full-year calendar, pointing to a sharply concentrated first-half event cycle around sovereign AI.

After a quieter summer — July and August account for just 12 events combined — September rebounds to 18, marking a clear post-summer pickup. Q4 remains subdued at 26 events, though end-of-year forums can still generate meaningful sovereign AI signals tied to developments earlier in the year.

Of the 222 events tracked, 135 (61%) are still upcoming.

🌍 Europe is the center of gravity

The United States leads by individual country with 63 events — 28% of the total. But measured as a bloc, Europe is denser. Germany and the UK each host 14 events. The Netherlands, Switzerland, Belgium, Italy, and Sweden add another 36 events, bringing Europe's total to around 64 across these seven countries.

Beyond the traditional hubs, the data surfaces meaningful activity elsewhere. The UAE has 9 events, India 7, Singapore 6, Saudi Arabia and France 5 each. Australia, with 11 events, stands out relative to many larger markets.

The geographic spread suggests the sovereign AI conversation is extending well beyond a small group of traditional AI powers.

Four signals stand out.

🏭 Signal 1: Sovereign AI has become a material Go-to-Market category for NVIDIA

NVIDIA (NASDAQ: NVDA) explicitly highlighted sovereign AI as a distinct go-to-market category at GTC — alongside industrial AI and robotics, rather than treating it merely as an edge case of enterprise cloud. Jensen Huang noted that 40% of NVIDIA’s business now comes from outside the top five hyperscalers, encompassing industrial, robotics, and sovereign AI.¹

NVIDIA Cloud Partners (NCPs) — its network of national and regional AI infrastructure operators — doubled their footprint year over year, cumulatively deploying more than one million GPUs in AI factories globally, representing over 1.7 gigawatts of AI capacity. That compares to 400,000 GPUs and 550 megawatts at last year’s GTC.² Named countries: the United States, Australia, Germany, Indonesia, and India.

The signal: sovereign AI has moved from aspirational rhetoric to material commercial relevance — large enough to be explicitly disclosed and emphasized at the highest level of NVIDIA's public narrative.

🏗️ Signal 2: The AI Factory is emerging as a core procurement model for National AI infrastructure

The conversation has moved from GPUs to AI factories — integrated, full-stack systems designed to produce AI at a national scale. Three announcements at GTC gave this concrete shape.

HPE (NYSE: HPE) will build AI factories at Argonne National Laboratory (US) and the High-Performance Computing Center Stuttgart (HLRS) in Germany. The HLRS deployment — HammerHAI — is the EU’s designated AI Factory under the EuroHPC Joint Undertaking, backed by public funding through EuroHPC and German federal and state partners. It will deliver more than 15 exaflops of peak inference performance on NVIDIA GB200 NVL4 architecture — designed, per HLRS Director Dr. Bastian Koller, to give European organizations access to AI resources without dependence on commercial cloud providers where data sovereignty has historically been difficult to ensure.³

Dell Technologies (NYSE: DELL) marked the two-year anniversary of its Dell AI Factory with NVIDIA by announcing a major expansion — including a new Data Orchestration Engine, a flagship rack-scale system on NVIDIA Vera Rubin NVL72, and an explicit on-premises positioning. Dell noted that CIOs are increasingly choosing to develop AI in-house, driven by data sovereignty, security, and total cost of ownership. DDN and Aleria announced a Sovereign AI Factory on NVIDIA Vera Rubin DSX architecture — a single-SKU, fully auditable offering for governments and regulated enterprises. Ten sovereign deployments are planned within 24 months across the UAE, Oman, Indonesia, Portugal, the US, Brazil, and Europe.⁵

Microsoft (NASDAQ: MSFT) Azure extended its sovereign posture by expanding Azure Local — its on-premises offering for regulated industries — to support NVIDIA RTX PRO 6000 Blackwell GPUs, with Rubin platform support planned for later in 2026.²

The signal: the AI factory is emerging as a core procurement model for national AI infrastructure — not a chip order or a cloud contract, but a full-stack system with sovereignty built into the architecture.

🤖 Signal 3: The Agentic layer extends the sovereignty surface

The keynote’s most extended section covered agentic AI — autonomous systems that plan and execute tasks continuously. Jensen Huang’s framing: every company in the world needs an agentic systems strategy.¹

For sovereign AI, this matters in a specific way. For many sovereign and regulated use cases, always-on agents processing sensitive national data will be difficult to justify on a generic public cloud alone. They will often require customer-controlled or regionally governed environments. The sovereignty argument now extends beyond where data sits, or models are trained, to where agents run and who governs their actions.

Two announcements gave this concrete shape. IBM (NYSE: IBM) and NVIDIA said they are exploring integrating IBM Sovereign Core with NVIDIA infrastructure and Nemotron models to enable GPU-intensive workloads to run within regional boundaries while preserving governance and compliance.⁶ Palantir (NYSE: PLTR) announced a full-stack sovereign AI operating system reference architecture on NVIDIA infrastructure — a turnkey AI datacenter from hardware procurement to application deployment, purpose-built for data sovereignty and regulated environments.⁷

The signal: the sovereignty perimeter is expanding. Data residency was the first frontier; model governance the second. Agentic infrastructure is the third.

🌐 Signal 4: Open models as an enabler of sovereign infrastructure

The Nemotron Coalition — announced on day one of GTC — positions open model development as an enabler of sovereignty. NVIDIA brought together eight AI labs: Black Forest Labs, Cursor, LangChain, Mistral AI, Perplexity, Reflection AI, Sarvam, and Thinking Machines Lab, to co-develop open frontier models on NVIDIA DGX Cloud, released as open-weight for any organization to fine-tune and deploy.⁸

The sovereign AI dimension runs deeper than the coalition itself. NVIDIA also disclosed that developers across nine organizations — including YTL (Malaysia), SOOFI (Germany), Viettel (Vietnam), and AI Singapore — are already using Nemotron models to build sovereign language models in their native languages, aligned to local cultures and values.⁹ Mistral (France) and Sarvam (India) bring the same logic to the coalition: customizable, open models that reduce dependence on US proprietary ecosystems.

A government or enterprise that depends entirely on proprietary external API ecosystems has limited sovereignty over its intelligence layer. Open models that can be fine-tuned domestically — on domestic data, within domestic infrastructure — close part of that gap. The Nemotron Coalition is the most organized expression of that argument to date.

The signal: open models are not just a technical preference — they are increasingly a component of sovereignty strategy.

🔁 The thread back to Q1

The Q1 analysis concluded: the sovereign AI conversation has moved from policy to procurement. GTC confirms what procurement now looks like — AI factories anchored to national institutions, enterprise on-premises deployments driven by sovereignty and TCO, agentic infrastructure designed for domestic governance, and open model coalitions giving nations a path toward sovereignty at the intelligence layer.

The question GTC leaves open is one of concentration. Sovereign AI infrastructure is, for now, almost entirely built on a single company’s architecture. Nations are asserting sovereignty over data, governance, and deployment — but the underlying compute stack flows through one roadmap. Whether that tension resolves through diversification, regulation, or deeper dependency is the signal worth watching next.

That’s not a trend line. That’s a structural shift.

NVIDIA's Jensen Huang first elevated the term "sovereign AI" on an earnings call in November 2023.¹⁶ Two years later, the term has migrated well beyond NVIDIA — showing up in earnings calls and strategic guidance from infrastructure vendors, hyperscalers, and enterprise platforms alike. Server OEMs now report sovereign deal pipelines. Cloud providers are launching dedicated sovereign regions. Consulting firms are sizing the market opportunity. What started as one company's framing has become a cross-industry vocabulary.

On Monday, Jensen takes the GTC 2026 keynote stage in San Jose. “Every nation will build it,” he said in the event announcement.¹⁷ That sentence may be the most concise articulation of why this category exists — and why it needs unified intelligence.

Chart 1: Sovereign AI project acceleration

The velocity shows up everywhere. NVIDIA and Palantir this week announced a turnkey sovereign AI data center architecture for governments.² McKinsey estimates the sovereign AI market at $500–600 billion by 2030, with up to 40% of AI workloads moving to sovereign environments.³ Forrester predicts 2026 is the year governments adopt “tech nationalism” in AI procurement.⁶ The framing is converging across institutions — WEF and Bain at Davos,⁴ Deloitte’s 3,200-respondent enterprise survey⁵ — sovereign AI is no longer one theme among many. It’s being treated as a defining vector alongside agentic AI and physical AI.

And the national commitments are stacking up. South Korea selected five consortia to compete for sovereign AI champion status, backed by $381 million in government funding, with its AI Basic Act taking effect in January 2026.⁷ India launched a sovereign LLM at the AI Impact Summit under the IndiaAI Mission, a $1.25 billion national program.⁸ The EU is expanding its network of AI Factories through EuroHPC.⁹ Taiwan is building sovereign compute under its Southern Silicon Valley Initiative, targeting $48 billion in AI-related output by 2040.¹⁰ Saudi Arabia launched HUMAIN to build a full-stack AI ecosystem through its sovereign wealth fund.¹¹ And in the US, the White House has embraced “sovereign AI” as part of its international posture — positioning American technology as the foundation for other nations’ sovereign ambitions.¹

As I documented in our first Signals analysis of Q1 2026 convenings, the pattern across CES, Davos, the India AI Summit, and MWC Barcelona is consistent: the sovereign AI conversation has moved from policy to procurement.

The gap isn’t coverage. It’s structure.

There’s plenty of smart writing on sovereign AI. Lawfare mapped the US “sovereignty gap” in AI statecraft, identifying six recurring pressures driving nations to build.¹ The Atlantic Council outlined eight ways AI will reshape geopolitics in 2026.¹² Brookings asked whether AI sovereignty is even possible, proposing “managed interdependence” as the pragmatic alternative.¹³ McKinsey surveyed 300 executives and found 71% view sovereign AI as an “existential concern” or “strategic imperative.”³ The Linux Foundation published a global survey on the state of sovereign AI.¹⁴ Oxford Insights released its Government AI Readiness Index.¹⁵

Good work, all of it. But it’s episodic and siloed.

A Lawfare article covers statecraft. McKinsey sizes the market. A conference report covers one summit. A vendor announcement gets trade press. Nobody is connecting the dots across the actors driving sovereign AI, the assets being built, and the actions where decisions actually happen.

🖥️ CES, Las Vegas — January

CES 2026 was primarily a compute story. NVIDIA’s Rubin platform dominated the floor — a next-generation architecture designed to significantly reduce AI infrastructure costs, claiming up to a tenfold reduction in inference cost per token and requiring up to four times fewer GPUs for training.¹ For sovereign AI buyers, this matters: the cost barrier to building national AI infrastructure just got lower.

France confirmed its position as the leading European delegation at CES, with nearly 150 companies representing the French tech ecosystem.2 Within the French ecosystem, the sovereignty conversation increasingly includes reducing structural dependence through more open and portable AI infrastructure.

Separately, during the same period, IBM announced Sovereign Core — a platform where sovereignty is enforced architecturally, not just contractually. The product framing was pointed: sovereignty now extends beyond where data sits to include who operates the platform and under which authority.3

The theme at CES was not that sovereign AI is coming. It was that the tools to build it are here.

🌐 WEF Davos — January

Davos 2026 moved the conversation from aspiration to infrastructure politics. The central question was no longer “should nations build sovereign AI?” but “who gets to build, run, and govern the systems the world now treats as essential infrastructure?”

NVIDIA’s Jensen Huang argued that every nation should build its own AI — that a country’s language, culture, and industry expertise are natural resources to be refined locally, not exported.4 The WEF and Bain published “Rethinking AI Sovereignty,” reframing the goal not as a race to build domestic hyperscale compute, but as achieving strategic interdependence.5 A dedicated session on “Digital Embassies for Sovereign AI” advanced a shared framework for how nations can access infrastructure through trusted partners while retaining governance control.6

The Davos signal: sovereignty and collaboration are not opposites. The most credible sovereign AI strategies will be those that know what to anchor locally — and what to access through trusted partners.

🇮🇳 India AI Impact Summit, New Delhi — February

The first global AI summit hosted by a Global South nation was also the most substantive infrastructure event of the quarter. India announced the expansion of its sovereign compute base by 20,000 GPUs under the IndiaAI Mission, bringing its national total to over 58,000.7 Summit-related announcements and reporting pointed to more than $200 billion in projected AI-related investments.8 The New Delhi Declaration on Responsible AI was endorsed by 92 countries. ⁷

The geopolitical signal was equally significant. India formally joined the Pax Silica Initiative — the US-led framework securing semiconductor and critical mineral supply chains — and signed the India-US AI Opportunity Partnership, deepening bilateral cooperation on AI infrastructure and innovation.9

PM Modi’s M.A.N.A.V. Vision articulated India’s governance framework for AI: Moral and Ethical Systems, Accountable Governance, National Sovereignty, Accessible and Inclusive AI, and Valid and Legitimate Systems. It was designed for the Global South — but the principles travel. 10

The Summit’s clearest signal: sovereign AI is no longer a conversation between a handful of advanced economies. The Global South is building capacity, setting terms, and shaping norms.

📡 MWC Barcelona — March

MWC delivered the quarter’s most concrete infrastructure announcement. Telefónica launched EURO-3C — a €75 million federated cloud and AI infrastructure project backed by the European Commission, connecting more than 70 European organisations across telecoms, technology, and government.11 Rather than building a single European platform from scratch, the architecture connects existing national infrastructure into a cross-border federated network.

The EURO-3C model is worth watching closely. It offers a practical template for how mid-sized economies — individually unable to match hyperscaler scale — can pool infrastructure without pooling sovereignty.

🔍 The pattern across all four

Read together, CES, Davos, New Delhi, and Barcelona point to the same conclusion: the sovereign AI conversation has moved from policy to procurement. Nations are making infrastructure decisions — compute, cloud, governance — that will shape their AI trajectories for the next decade. Enterprises operating across borders need to understand which jurisdictions are building what, and on whose terms.

Alongside infrastructure, the model layer is also shifting — with model builders such as Mistral, Cohere, and others giving governments and enterprises more options beyond direct hyperscaler dependency.

The question is no longer whether sovereign AI is real. It is whether your organisation’s strategy accounts for the world it is creating.

👀 What to watch next: NVIDIA GTC, March 16–19

All eyes turn to San Jose next week. NVIDIA GTC is where Jensen Huang will lay out the company’s full infrastructure roadmap — covering what NVIDIA calls the five-layer AI stack: energy, chips, infrastructure, models, and applications. In the official GTC announcement, Jensen framed it directly:

“AI is no longer a single breakthrough or application — it is essential infrastructure. Every company will use it. Every nation will build it.”12

For those tracking sovereign AI: GTC is not just a developer conference. It is where the compute infrastructure underpinning national AI strategies gets its next chapter.
